Four model homes and 12 nearly finished spec homes at Bear Valley Road and Highway 395 are being demolished.The developer filed bankruptcy about 18 months ago and the foreclosed property went to Guaranty Bank in Irvine.A Guaranty Bank official, Real Estate Officer Dean Smith, said they were facing daily fines from the city of Victorville if they didnt do something with the homes and property that not up to code. He said it was a choice of pumping their own money into property site improvements and additional money to bring the home up to code or tear down the 16 homes.Smith said the bank is not in the building or land development business and because of the current housing market does not see anything happening with the property for at least five years.Our only option is to either proceed with putting more than a million bucks into the land, which weve already taken a huge hit on and lost a lot of money, or, we tear down the houses, Smith said.He said the builder put up the homes before completing the site improvements and failed to have enough money to finish roads, walls, and other improvements that bring the community into code.Everything just fell apart at that point and we cant sell homes that are not up to code, Smith said.He said the city of Victorville fined the bank once because the home are out of code and would have faced daily fines if Guaranty didnt do something with the vacant houses. There are still substantial dollars that need to be put into the land before the city of Victorville will give certificates of occupancy on the houses and the bank isnt willing to put forward that amount of money, Smith said.He said the homes are a liability to Guaranty and that all of them are heavily vandalized inside and out with broken glass everywhere.Our projections are that those houses would sit the way they are for at least five years, what would they be worth then? Smith said.He said once the homes are demolished the property will be put on the market again. The record prices are affecting everyone's wallets, including local governments -- which have to pay for police patrol cars to cruise around. So, some cities are turning to more bike cops - in an effort to save money. In Bedford, Virginia, officers are bicycles are starting to become the norm. And the city is saving about a thousand dollars a month.SOT: The main goal was just to have better communications, better contact with the community. While fuel-saving wasn't the original intention, the Bedford police department has cut its consumption by about 400 gallons of gas a month. And with more officers riding instead of driving -- fitness levels have increased.SOT: We've had one officer that's lost in excess of 60 pounds since we started the program. Officers say they can perform the same duties on their bike as they would in a squad car. Some actually say it makes their job easier.SOT: Police officers, when they are on bikes, they can hear things, they can see things, they can smell things that they could not in a car SOT: While I was in the car, they most of the time won't stop you and talk to you because you are closed up in the box, but now it's easier accessibility to me. The Federal Reserve Bank of Kansas City offers the Money Museum as an interactive lesson on currency.

One local college is helping students save money by offering textbook rentals.Metropolitan Community College is one of the few schools in the nation to start a textbook rental program, KMBC's Dion Lim reported.The cost of textbooks has tripled in the past 20 years. The college noticed that the high prices affected learning because students would either delay purchasing the book or not buy it at all."With book rental, more students get books the first day of class so they're not behind on their studies. It helps students and professors, which is what the goal is," bookstore manager Michelle Capps said.In some cases, the price of renting is almost 80 percent less than buying. One math textbook cost $100 less to rent than to buy."The difference between renting and buying is, like, wow," student Jakkob Baldwin said."It's definitely an advantage. It's about $70 just to buy each, so when I found out I could rent, I said, 'deal,'" student Jordan Miller said.Students said they also like that book renting is guaranteed, which isn't the case for textbook sell-back programs."You can't always sell them back, and it's upsetting when you don't know what to do with them when you don't use them," student Norman Schultz said.If a student wants to keep a rented book at the end of the semester, he or she just needs to pay the difference.Not all textbooks are available to be rented, but the college said it plans to add on more books in the coming years.

Their average wealth, which didn't include primary homes, surpassed $4 million for the first time.------------------------Yahoo's depressed stock has jumped by more than 3 percent on reports that the Internet pioneer is once again exploring a possible deal with Microsoft. The Silicon Valley blog TechCrunch says the two companies are talking, but a person close to Yahoo told The AP that Microsoft still isn't interested in buying Yahoo in its entirety. Microsoft and Yahoo didn't immediately respond to requests for comment.------------------------Circuit City isn't saying a buyout is in the future for the electronics retailer, but an activist investor expects an announcement of a possible sale within the next month. Mark Wattles, whose investment firm holds a 6.5 percent stake in Circuit City, said three companies are in the late stages of conducting due diligence in regard to buying the company.
