blogtalkradio/ekbtvekbtv.blogspotmogulus/ekbtvEvery Wednesday at 3 PM Eastern Standard Call in at +1-347-327-9997Black programs have been criticized for violating the Receipts and Expenditures clause of the United States Constitution. Article I, Section 9, clause 7 of the United States Constitution requires the government to publish a "regular Statement and Account of the Receipts and Expenditures of all public Money".Because black programs are not disclosed as part of the United States official budget, critics contend that this violates the United States Constitution. Partially to dissuade critics, the United States Department of Defense sets aside a large portion of their annual budget as "the black budget". This money is said to be divided in undisclosed portions among all black projects so that a record of how much public money is expended in undisclosed ways will still be publicly available.

View the entire show at org/wnet/expose/watch/... Watch this preview of "Money for Nothing" Exposé: America's Investigative Reports, on PBS. With the Miami real estate market booming, why were some residents being left out in the cold? With an innovative tax on commercial real estate transactions, money was flowing into the Miami-Dade Housing Agency, the body charged with building affordable housing. But there was a problem: a lot of money was going out, but not a lot of houses were being built. Reporter Debbie Cenziper of THE MIAMI HERALD goes inside the agency's own incomplete records, fills in the gaps, and connects the dots -- exposing mismanagement and an insider's club where backs were scratched and palms were greased. And watch the full episode when it premieres online, Wednesday, July 25, at 12 noon ET. (Or check your local listings for broadcast dates on PBS nationwide, beginning Friday, July 27.)
